FY 2025 Community Project Funding Requests

Rep. Rick Larsen has submitted the following funding requests for important community projects in Washington’s Second Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2025. Submission to the Committee is not a guarantee of funding. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. In compliance with House Rules and Committee requirements, Rep. Larsen has certified that he, his spouse and his immediate family have no financial interest in any of the projects he has requested.

Lummi Detox Center

Lummi Indian Business Council, 2665 Kwina Road, Bellingham, WA 98226

The Lummi Indian Business Council would use the funding to support construction of a new fentanyl emergency and detox support services facility.

Island County Recycling and Reuse Station

Island County, 1 NE 7th Street, Coupeville, WA 98239

Island County would use the funding to build a new 10,000-square-foot recycling and reuse station with a new compactor to mitigate environmental impacts and reduce costs for local ratepayers.

Orcas Senior Center Roof Replacement

The Orcas Senior Center would use the funding to replace a failing roof at its Eastsound facility.

Shannon Point Marine Center Research Vessel

Western Washington University (WWU) would use the funding to support acquisition of a new research vesssel for WWU’s marine and coastal science educational and research activities. The vessel will be available to WWU students and faculty and to WWU partners, including federal, Tribal, state and local governments and other higher education institutions.

Holly Roundabout Project

The City of Everett would use the funding to design and construct a roundabout at 100th Street and Holly Drive.

LETI Incubator for Family Success

Edmonds College, 20000 68th Avenue W, Lynnwood, WA 98036

Edmonds College would use the funding to establish a comprehensive community center in South Everett, Snohomish County, catering to the needs of the Latino community. The center will include a Cultural Retention and Arts Center, Vocational School, LETI Cafe (commercial kitchen), Deli-Specialty Store and child care center.

Pepin Flood, Agriculture, Salmon and Safety Transportation Project

The City of Lynden would use the funding to support design completion and construction of the Pepin Parkway Bridge.

Skagit Transit Maintenance Operations and Administration Facility Project

Skagit Transit would use the funding to support completion of Phases 2 and 3 of its maintenance operations and administration facility.

Zero Emission Buses for Fleet Transition

Community Transit would use the funding to purchase three (3) Battery Electric buses with chargers that will replace diesel buses that are beyond their expected useful life.

Meadowdale High School, Edmonds-Woodway High School and Meadowdale Middle School LED Lighting Retrofits

The Edmonds School District would use the funding to retrofit the existing fluorescent lighting with LED lighting at three schools, reducing energy usage by 30 percent.

Edmonds Food Bank and Community Engagement Space

The City of Edmonds would use the funding to build a new 13,000-square-foot facility to house food bank facilities, a commercial kitchen and community engagement spaces for community partners.

Bellingham Central Library Renovation

City of Bellingham, 210 Lottie Street, Bellingham, WA 98225

The City of Bellingham would use the funding to support exterior renovation of the Bellingham Central Library, including updated windows, refreshed main entrance and children’s entrance, ADA door upgrade for children’s entrance, and a refreshed plaza.

North Portwalk and Seawall Reconstruction Project

Port of Edmonds, 471 Admiral Way, Edmonds, WA 98020

The Port of Edmonds would use the funding to fund electrical upgrades, including a boat charging station, as well as upgrades to support future electrification. The port will also use funding to demolish the old administration building to open the waterfront for a public plaza and gathering area, a project that will be funded in Phase 3 of the port’s

Domestic Violence and Sexual Assault Services of Whatcom County (DVSAS) – Douglas Building Preservation

Whatcom County would use the funding to support renovation of a building used by DVSAS to serve survivors of domestic violence and sexual assault.

The Center in Oak Harbor Parking and Accessibility Improvements

$450,000

City of Oak Harbor, 865 SE Barrington Drive, Oak Harbor, WA 98277

The City of Oak Harbor would use the funding to reconfigure and expand the parking lot by the Center in Oak Harbor, moving the parking entrance, improving pedestrian access and making all sidewalks and parking areas ADA compliant.

In 2024, Representative Larsen submitted a total of 15 funding requests for important community projects in WA-02 to the House Appropriations Committee.

Under last year's guidelines by the Appropriations Committee, each Representative was allowed to request funding for up to 15 projects in the communities they represent  – although only a handful may be funded. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible nonprofit entities are permitted to receive funding. 

To submit a Community Project Funding request, first review the resources document and then submit a request to Rep. Larsen via the web form prior to Monday, March 25, 2024. The resources page and web form are based on FY 2024 program parameters and are subject to change. The deadline for submissions is also subject to change.
